Annual Plan
Within Kerala's local self-government system, the Annual Plan is the most crucial planning initiative for turning a Grama Panchayat's developmental aspirations into reality. While a budget merely outlines income and expenditure figures, the Annual Plan serves as a precise blueprint of the specific projects and schemes slated for implementation during the year.
:
1. Stages of Preparing the Annual Plan
The Annual Plan undergoes the following democratic stages:
Development Seminar: Elected representatives, officials, and experts from various sectors convene to determine the Panchayat's development priorities.
Working Groups: Specialized working groups are formed for various sectors—such as agriculture, health, education, and infrastructure—to formulate project proposals.
Administrative and Technical Sanction: The Panchayat Committee grants administrative sanction for the prepared projects, while the relevant engineers or officials provide technical sanction.
DPC Approval: Finally, these plans are submitted to the District Planning Committee (DPC) for approval. Funds for project implementation can be spent only after receiving approval from the District Planning Committee (DPC).
2. Key Sectors of the Project
Projects within the annual plan are primarily formulated across three sectors:
Production Sector: Projects aimed at enhancing the Panchayat's economic stability and creating employment opportunities. (Examples: Paddy cultivation development, promotion of vegetable farming, construction of cattle sheds, assistance for small-scale enterprises).
Service Sector: Projects aimed at improving the standard of living of the people. (Examples: Renovation of schools and Anganwadis, medicine distribution in Primary Health Centres, drinking water projects, LIFE housing scheme).
Infrastructure Development Sector: Construction and maintenance of roads, bridges, public buildings, streetlights, etc.
3. Mandatory Allocations
As per government directives, a specific percentage of the annual plan fund must be earmarked for certain categories:
Scheduled Caste/Scheduled Tribe Sub-Plan (SCP/TSP): A specific amount must be set aside for the welfare of the SC/ST communities within the Panchayat.
Women Component Plan (WCP): At least 10 percent of the project fund must be allocated for women's empowerment and welfare. Child-friendly, Differently-abled, and Elderly Welfare: Specific projects must be implemented for children, senior citizens, and persons with disabilities.
Fund Details
Development (Plan Fund): Funds provided directly to local bodies by the State Government.
Centrally and State-sponsored Schemes: Funds integrated with schemes such as the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) and PMAY.
Finance Commission Grants: Grants provided by Central and State Finance Commissions.
